The student is most likely investigating the effect of friction on motion, by comparing the motion of the ball, along a smooth surface and a rough surface. In the first case, when the ball rolls down the smooth surface of the wooden ramp, the student can observe the time taken for the ball to roll down the ramp. In the second case, when the sandpaper is present on the wooden ramp, the surface is no longer smooth and will provide some friction to the rolling motion of the ball. The student can calculate the time taken by the ball to roll down the sandpaper covered wooden ramp and compare the two cases. This way, he/she can observe the effect of friction on motion of bodies.
